What is the purpose of overlay? Hard facing or corrosion protection?

i am preparing WPS and PQR for overlay for the first time. i have checked ASMEIX QW-453. it just confused me!!!!
-- actually we are finding which materials is the most suitable one for overlaying. the base metal is A216 WCB and the overlay are
stellite, monel, F316 and 13%Cr.
i read that the dimentions of base metal should be 15*15 cm, with 2.5cm thickness. which examinations should be done on samples to prepare PQR? PT, chemical analysis, hardness nad macro? are these enough?
can somebody send me a sample of PQR and WPS for overlay please.
