it depends on various parameters like thickness involved, code of construction and design conditions.
If DT>315 °C or PWHT is involved Inconel is preferred.

What is you clad thickness? If there no restriction from process point of
view, weld full thick by 309, or Inconel.

Hi,

They have to do carbon steel buttweld first.
Then clad restoration of the joint with 309LMO Barrier layer and 316L for
subsequent layer.
