[MW:6152] Fail on Tensile Test

All,
I'd carried out a Repair WPQT for 2"Sch160 ASTM A106 pipe. We are to carry
out through repair and partial repair. After the mechanical testing in the
lab, the result failed on tensile test on the base metal. I's rechecked
back on the mill certificate for the pipe but showing no discrepency on the
mechanical properties. Could someone advice on the cause of the failure in
tensile on base metal. Will it because of the heating?
