Can you please clarify which was the condition for your test :

1) the values obtain are above the acceptance of base metal UTS and just sample broke from the base metal region
2) Values obtained are less than the base metal UTS and broken from base metal

Once you written failed means the condition 2) would exist but still if you can confirm. Some times cross section area smaller in base metal results in the condition (1) which is acceptable as per code. Even UTS value less than 5% also acceptable if its broken form the weld.

In case of Condition (2) check the fractured surface to ensure that there is no inclusion / porosity / lamination or other defect in the region of breaking.

Please let me know the about the above information and also actual values obtained to reach to the conclusion of failure.
