We have successfully welded SA106GrB+P11 with Er 70S2,without any problem(desired radiography and hardness).The foremost reason of using Er70S2 is avoiding Preheat/PWHT as in case of B2 grade fillers/electrodes.The only restriction comes into play is high temperature service where 80B2 have higher strength than 70S2.

API 582  has a useful chart for determining the filler metal for the joining of dissimilar steels.  Be sure to apply the appropriate PWHT.
