[MW:11701] Still pipe- API 650 tank

 
Dear All
 
Kindly guide me for the following issue :
 
In our tanking project (according to API 650), each tank ( 24 m height and 45 m dia) has to be provided with 2 still pipes for instrumentation (radar gauging) purpose.
 
According to API standard MPMS 3.1 section 1B paragraph  3.1B, 4.5.7.5, Slotted still pipes- should be straight with internal burrs & welds removed. but according
 
to the respective WPS, the process to be used on still pipe joint is GTAW+FCAW. In GTAW process, internal protrusion is mandatory to give necessary mechanical
 
strength to the weld joint, i beleive. In this situation,what are the options in front of client/ contractor, like below:
 
1. can they grind-off the internal protrusion( 2 joints per pipe, 1 joint flange to pipe & another is pipe to pipe. total no# of pipes are 6. schedule: XS(4.85mm), size- 2").
   
    but according to WPS, is this allowed?
  
2. Can they generate a separate WPS with negligible root gap......???
