Re: [MW:35802] PWHT of blind flanges

Permanent blind flanges may not require PWHT, any welds associated with them typically do, if they affect 
the structural integrity. But if the handle is a temporary weldment, and removed later or if the fillet is small,
then PWHT is not needed.
