[MW:26679] Pneumatic testing of platform , pipesupport clips on column

Hello experts ,

We r doing an project with Aramco wherein, for columns we have huge number of platform /ladder/ pipe support clips and Electrical/ instrument cable tray supports clips to be welded to column wall. 

Aramco specification specifies that tale tell holes  shall be provided to all external attachment pads and shall be pneumatically tested. 

I am unable to understand why pneumatic testing is required for such attachments which are not penetrating vessel wall. 

Normally is done for nozzle RF pad attachments wherein nozzle is penetrating vessel wall.

If we can avoid pneumatic testing of platform/ladder /pipe support /electrical / instrument cable tray support clips pads, there can be huge advantage in delivery of equipment ( since we  6 quality for each tag numbers , total equipment quantity is more than 250 numbers and clips quantity is more that 1500 numbers).

Can you guys pls enlighten me on requirement of such pneumatic test for attachment pads which are not penetrating vessel wall.
