Yes if he is going to weld with a backing strip or both sides or fillet weld. I suppose that by carbon steel you mean P no 1

The reason is that the gas pressure is "supporting" the root when still liquid before solidification. In that case it does not only prevents oxidization

I have a welder qualified for GTAW in P15E material with argon as inert gas backing. Can he do butt weld GTAW in Carbon Steel (Welded with out argon as backing)
