[MW:19595] roll bending of sa517 plate

I'm a university student and I'm working on a pressure vessel fabrication, I want to know how should I design the bending process and which codes and standards should I refer to?

Is it possible to make a 3 meters diameter shell from a welded SA517 plate in quenched and tempered condition?
