[MW:11638] Second time PWHT on welded Structural material

How to determine whether PWHT has effective or NOT on  already PWHT tested carbon Structural material of thickness>25mm upto 100mm, What characterictic will affect,if second time PWHT will be done on structural material subjected to open envoionment condition.
