No, you can use two or more qualified  welders to make a weld.
PQR is to test the soundness of the weld, doesnt take into acconunt who make it.

Is welder qualification & PQR qualification is required for DOT/DWT technique????? *(As per Sec.IX)

DOT-- Double operator technique
DWT-- Double welder technique
