Your question is very generic, if you could be explicit regading Base material, thickness, weld profile, Design code, Impact properties to be achieved...
 
Impact values can be improved by many factors including alloying and Heat Input.
 
-Alloying is not an option as you said Base material is non-alloyed but Electrode with 1% Ni has a very positive effect on low temperature toughness of steels.
 
-Too high Heat input produces higher temperature, at higher temperature grain grow and fuse together to form larger grains, the amount of energy needed to fracture a larger grain is much less than a fine grain structure (low impact values).
 
There are different transfer methods used for GMAW depending on thickness ie Short circuit, Gobular and Spray
Short circuit can be beneficial in your case as it uses low heat input (Voltage ~20V, Current~200amps) however it further depends on thickness and weld bead profile.
 
This is very suprising to me that nonalloyed CS is used for impact applications, please specify ASTM spec for the material in order to check Impact exemption with design code or if required values to be achieved, sometimes it's client requirement to perform impact test.Usually material with Mn>1% and Ni amount is considered good for impact applications.

Dear sandeep,
However as mentioned by Dinesh, voltage, current& travel speed as the important factors afftecting the heat input.
as per my past experience related to SMAW we used to control these factors by increasing the travel speed thereby resulting in good impact values. I am not sure about GMAW, whether this method can be applicable.
Another factor which effects the energy value is the choice of consumables.
