Rust grade is about the surface before cleaning
ST3 is the cleanliness grade after cleaning
And it doesnt matter what kind of material is the substrate unless the group is the same
I mean A537 is still a carbon steel and shall not be treated otherwise.
if it was stainless or Cr-Mo steel maybe but A537 is still a carbon steel and shall be treated accordingly.
