Dear Helmy, 

If your plate is SA 36 then you can refer to SA6 where an under tolerance is provided which is 0.01 of an inch. 

However, I suggest you have a word with your design engineer & enquire about the minimum design thickness, if the design thickness is 9.75 mm then there is no need to worry about it & the plate can be accepted.
