in case of tensile sample failed

1- the mother plate of failed sample to be tested individually " per pipe "  or eliminated from production
2- the remaining pipes from the heat " testing unit " to be tested by:
        * taking 2 extra samples from 2 different mother plates other than the failed one
        * if the extra 2 samples passed " Ok " for the heat
        * if one sample failed , testing will be individually " per pipe "

Need your advise on the interpretation of statement referred in Cl - 10.2.12.2 (b) of API 5L 46th edition for tensile retest of Gr. X65M SAWL line pipe. 

The statement of this clause which I am looking for your advise is - 'the retest specimen should be taken from two different mother coils or plate, as applicable' 

Below are the queries on this statement :
1. For the word 'should' referred in this statement. Since as per API 5L terms, 'should' refers to recommended practice & does not make it mandatory to manufacturer to comply. 

2. The term referred as 'mother Coils or plate'. Since specification doesn't referring  the term as 'Mother Coils or Mother Plate' , I can consider the other daughter plates from mother plates to take retest samples. 

My interpretation on the statement is - 
'It is not mandatory for the manufacturer to take the retest sample from the two different mother plates. He can take retest samples from the other daughter plates of same mother plates from which initial  tensile test specimen was taken '.

Requesting experts to advise on the interpretation of above statement and opinion about my interpretation.
