I suppose It is a seal weld in Valve Trim part. Try ER 309L or ER NiCr3 for TIG welding. Since this is a martensitic stainless steel the base material SS 410 has to be preheated to 200DegC while welding. 3inch control valve amd I suppose warming using TIG torch before welding will suffice.
