Yes. You can use for all fillet sizes on all base metal thickness. See below.

Can I weld a socket/fillet joint, where the thickness of base metal (pipe to half coupling) is less than 5mm, by using a WPS which is qualified for 5-50mm thickness (GTAW+SMAW, P1 to P1), since there is no groove/base metal thickness involved in fillet welds!!
