you will not have to recertify the material.  For example, please read Section VIII Division I Nonmandatory Appendix 43 and specifically 43-3-3 (similar instruction for Sc I).  This directs you to ASME Section II-Part A but not very cleanly.  You will need to go to Mandatory Appendix II.  This appendix has a table of all ASME/ASTM specifications and the acceptable Code editions for each and any additional notes.  For SA/A-516 the entry is on page 1762 of Section II Part A, 2nd volume.

Code edition applied includes material also. 2013 edition gives details of how to accept material of earlier/later editions of code. Pl refer appendices
