In this case, I'd like to know that plant manufacturer can use this pipe?
Of cause never use.
Normally, whenever we met above case, we have tested the mechanical properties, chemical composition and special requirement for this project under 3 party's witness. (LR, TUV & SGS)
And then, we can receive the certificate type 3.2 issued by witnessed inspection agency.(LR, TUV & SGS)
Actually, I have been maintaining the certificate 3.2 type for above situation and the certi. has been issued by TUV.
However, someone told me that upgrading the certificate from 3.1 to 3.2 type never do, although the tests have been carried out under 3 party's witness after delivered from Mill Maker.
They are insisting that the certificate is only 3.1type + witness the test by 3party.
Because of following context,
3.2 type is document prepared by both MFG and 3rd party agency.
Please let me know that in this case, the 3.2 type certificate can be issued by 3 party agency or not?

Document prepared by both the manufacturer's authorized inspection representative, independent of the manufacturing department and either the purchaser's authorized inspection representative or the inspector designated by the official regulations and in which they declare that the products supplied are in compliance with the requirements of the order and in which test results are supplied.
