For Gr 22 purging is not required
You can do following 
Use lower dis filler wire dia 1.6 
Use injection purging. Method means : inject. Gas from groove root gap
This shall ensure better quality of Welding

We are facing problems with welding of SA 213 Gr T22 superheater tubes of thickness 2.9mm.

Generally, back purging with inert gas in GTAW is not necessary for P22 as Cr is less than 3%. However, during welding without use of back purging, Oxide formation is happening. The construction of the equipment is such that, purging is very difficult to achieve.

Kindly Guide us to eliminate the oxidation of root.
