Are you referring to Base Metal heat Treatment or weld Heat Treatment, for the former case as per ASME IIA SA240 for SS plates and for the latter no Heat Treatment is required.
Normally you use a Split Tee for large dia Hot Tap and a Weldolet for dia upto to 2inch and the weld do not require PWHT.
