Please check with your project specification requirements, it should be mentioned the applicable standards, whether ASME B31.3 or 31.1 and alike.
Below is an excerpt of the previous project, as a minimum RT shall not be less than 10%

It is for sure API 650 Code is not applicable for the internal piping. As Mr. Ramesh said it depends upon the application of the piping. Mostly pressure piping code ASME B31.3 will be used, Still the application of the piping should be considered and the design engineers decide the governing code for it's construction and testing.
