my experience 
Normalising of weld of higher thickness reduces the YS and UTS cosiderably 
as D/End manufacturer invariably ask for repeated Normalising during forming  ( say 2 to 3 times) and they take soaking temperature to higher side i.e above  930 c
Therefor it is recomended to go for Total Hot forming of D/E ( with no weld seam)
and then after go for Nr +T  to get back required properties
or Go for Crown and Petal type D/E having   which does not req NR +T of Weld

(As its total LM parameter No increases)

You should use E 8018 B2 or 8018B3L as SMAW consumables. SAW wire flux combination matching SMAW chemistry is also to be considered. If the hardness requirement is in place, then 8018 B3L would be advisable.

On Cr-Mo steels normalizing may sacrifice the Charpy impact , hence consumable with extra Mo(B3Lgrades) may be of help.

The dished end is to be fabricated with one number Chordal seam  for MOC of 

1) SA 387 GR 11 CL2

2)SA 387 GR 22  CL2

 

One  chordal seam in dished end is coming due  to plate  size( width) limitation  and the  diameter required of  dished end. So butt joint welding is to be done  followed by NDT .

 

Hot forming is planned . After forming is completed, separate   Normalizing and tempering Heat treatment is required as per Client specification.

 

PQR is to be established as per ASME SEC IX  .

Pl. suggest suitable consumable  and maintain strength
