Just to add, there will be some requirement in the specification such as

1. For the sour service Pipeline, each Grade of material requires PQR testing.
2. Carbon Equivalent difference
3. Each product form requires separate testing etc..

Your Question is very generic.

It depends on the Code, Specification, and Application.

For eg if the Code is ASME Sec.IX and the pipe is SA106Gr.B & the Flange is SA105, then P.No & Group No of pipe will be P1 & Gr.1 Whereas Flange will be P1 & Gr.2.

If you Qualify P1 Gr.1 to P1 Gr2, then it qualifies P1Gr1 to P1Gr1 and P1Gr2 to P1Gr2 & P1Gr1 to P1Gr2.
