Your Question is very generic.
It depends on the Code, Specification, and Application.
For eg if the Code is ASME Sec.IX and the pipe is SA106Gr.B & the Flange is SA105, then P.No & Group No of pipe will be P1 & Gr.1 Whereas Flange will be P1 & Gr.2.
If you Qualify P1 Gr.1 to P1 Gr2, then it qualifies P1Gr1 to P1Gr1 and P1Gr2 to P1Gr2 & P1Gr1 to P1Gr2.
