Normally I suppose vessel Blind Flanges are for temporary till transportation to site and moreover it shall meet the material standard as per Drawing or Design data sheet via a MTC.

Seperate WPS for GTAW process to be prepared and approved using the available PQR for GTAW + SMAW .

Thickness range qualified for this WPS for GTAW process will be 1.5mm to 8mm with which WPQ can be done on 4.87 mm thick pipe.

And In ASME Sec II Part-A, SA217 & SA703 there is not any mentioned detail that for the above materials you can use ASME Sec VIII Div-1, But As per P-No. and G-No. you can refer UCS-56, in that Table UCS-56-3 and UCS-56-4 (please kindly read the general notes).
