[MW:32791] Shell nozzles, Manway PWHT exemption as per API 650

Dears,

Is there any exemption for shell Nozzle and shell manways greater than 2" diameter (as a prefabricated assembly ) from PWHT. 

MOC : Group V material as per API 650 (ASTM A 516 Gr 70 N)

Any clause interpretation with API 650 13th edition is highly appreciated.
