Please note that welding positions for procedure qualification is a non essential variable.
(in the Previous asme sec IX Editions, addition of position was a supplementary essential variable which is applicable only if toughness requirments applicable)
So if you qualify the PQR in any positions will qualify all positions.(for the welding process like GTAW, SMAW, FCAW, GMAW & SAW).
Regarding the performance qualifications, positions qualifications shall follow ASME section IX table QW 461.9.

you need to verify whether the supporting PQR for that WPS qualifies all required positions, the welding position used for PQR can be an essential variable for some welding processes. If the PQR was qualified only in 2G, it does not qualify the WPS for all welding positions. You must check the applicable essential variables for the specific welding process in ASME sec IX .
