PL correct if I am wrong 
Er309 L is wrongly written .
It is CS TO LAS joint 
Then 309L is not a compatible consumable .
You can chose either E7018 or E 8018 B2 ( LAS if Gr 11 type)

Here you can butter E7018 - 1  on GR 11 edge 
Do PWHT 
Prepare bevel 
Then do DPT/MPT
Then weld the CS with E7018 /E7018-1

RT as a NDE
