No, as per ISO 15614-1, a Welding Procedure Specification (WPS) qualified on S355jr plate with 30mm thickness using SMAW does not qualify you to weld S355jr pipe with 6mm thickness using the same WPS. The essential thickness qualification range for butt welds is based on the thickness of the test piece and differs for plate and pipe, especially when moving from plate to significantly thinner pipe.
Plate-to-Pipe Qualification Limits
Plate test pieces generally only qualify pipe if the pipe's outside diameter is greater than 500mm, or if the diameter is more than 150mm and welded in the PA or PC (rotated) position. For smaller pipe diameters or significantly lower wall thickness, separate qualification is required.
In your specific case (30mm plate → 6mm pipe SMAW, S355jr), you cannot directly use the WPS without further qualification of the pipe if the diameter limitations above are not met.
