please  refe tthe AWS standard / ISO standrds for this  flash but welding / thermit welding of rails  

AWS D15.2/D15.2M- Recommended Practices for the Welding of Rails and Related Rail Components for Use by Rail Vehicles to get some basic idea about qualification  and ask your cleint are they having project specifcations for  rail welding.
type of tests required for any welding procedure will be confimed by welding code , contrsctuintion code& project specifications& recommended practices applicable for a project .

common test fro rail welds are 
NDT - RT/ UT(PREFERABLE) , MT
weld chemistry 
macro
hardness
metallurgucal test
bend test 
TRANSFER TESTS  
 MICRO (METALLURGYCIAL ANALYSIS )

Not exactly. UW 4-(a)(8) covers everything else. As i mentioned it is not a preferable/recommended method (either go with Modular or Internal firing are most appropriate).

all significant structural discontinuities (such as nozzles, attachments, head to shell junctures), and any mechanical loads which may be present during PWHT.

What diameter can your furnace accommodate?. 9 Meter seems to be Big.

There are some options if your Furnace cannot accommodate.

1.  Try for a Temporary furnace with proper insulation and Heating arrangements. Hope there are some subcontractors available.
2. Try for LOCAL PWHT of the seams.
3. Below option may be useful if you have difficulty accommodating the Length in one Heat.

[MW:33175] Consumable insert (QW 404.22) vs preplaced fillermetal (QW 404.58)

What is difference between Consumable insert (QW 404.22) and preplaced fillermetal (QW 404.58) in ASME BPVC Sec IX?
Consumable inserts that conform to SFA-5.30 (ASME BPVC IIC), where as no such refrence or difinition for preplaced fillermetal.

[MW:33165] Acceptance of Excess weld/ hump/ protrution in Weld overlay

Gents,

Could you please advise the acceptance criteria for excess weld / circumferential hump / protrusion in weld overlay of API5LD weld overlay pipes?
Visual inspection criteria addresses under thickness of 0.8 mm only. it does not say about circumferential humps acceptance limit.

RT is not mandatory according to ASME sec IX. 

1. It is to help you for destructive testing sampling you can discard the defective location.
2. Most of the customer expects RT examination
3. Additionally you have an provision to prefer UT in lieu of RT
