EN 10204 3.1 - means - manufacturers issuing certifcate with chemical, mechnical test result by signing Quality engineer & qulaity manager 

EN 10204- 3.2 - means -  Third party agency issuing a certifcate after witnessing the chemical, mechnical test result at manaufacturer place or common lab and signing TPI witnessing  engineer with support of raw materail test certicate with heat number traceabilty.
