Usually (as per code practice too), defined blind to be used. Sometimes plate blinds allowed with inspector permission but thickness can't be achieved using layers.

No, because they are produced with different standards.
SS304 & SS316 refer to JIS standard
Materials related to P1 and P8 refer to ASME Sec II Part A and ASTM standards.
According to ASME Sec IX, the above issues are essential variables.

1. No Charpy Impact Test requirements 
2. No Heat Treatment requirements

you can refer only to ASME Sec IX for PQR because B31.3 also gives directions, But  NDT for piping welds you want to refer to B31.3 based on Category D,or M ... .

If SA333 LTA materials it already qualified in -46 Dec just you want to conform  impact test it passed. then -10 Deg no issues ....
and same if you want to save materials cost use SA 106 Gr. B  also  you want to test impact temperature -10 Deg.....

No issue because it is come with impact tested to -45 Deg and your temp is -10 Deg you just tell your client give them code reference as this grade can use upto -45Deg so you can use it no issue in that.
