I would like agree with the comments by Mr.Hari. Looks like lamellar tearing due to poor joint design or poor through thickness ductility. try to change the joint design or use Z-grade steel

Thickness:- 25mm to 25mm
Joint Type:- Closed Corner 
Grove Type:-Single side bevel
Electrodes:- E 7018
Preheating:- 80 to 100 Deg Cent
Electrodes Baking:- As per manufacturer recommendations.
