IJ shall be installed on above ground. The basic principal for using the IJ is - 

1) In under ground pipeline for PCP system the input voltage 220 V current. But in above ground , all the instrument are operate in mili volt. The main function of IJ is protect the voltage form under ground to above ground. Its act as a resistance.

2) The sparkarestor are installed with IJ. So it should be installed at above ground.

For some IJs we have started exposing the IJs and keeping it exposed in a chamber & filling it with sand. Is this a viable solution? Please advise
