[MW:25573] Why Is there fluactuaction in the Tensile Test Graph?

Dear  Expats,

the attached graph is that of a tensile test carried out on 304 stainless steel rod of 12mm diameter. the steel is heat treated and quenched in water. please can anyone help explain why i have fluctuation in the graphs ( i mean the series of sharp decline in stress as shown in the graph)
