The 38mm stated is based on code requirement or personal judgement. Please if by code requirement, state the code and section of the code referenced.
 
Krishna,
You are only mandated to perform PWHT if it was initially stated in WPS or design requirement. Outside these, based on code requirement, it is not mandatory.

Actually for P1 Material as per Table 331.1.1 given Soaking Temperature & time for all thicknesses.
Also as per Table 331.1.3 given some exemption for PWHT of P1 material subject to two limitations ie. One for greater than 25mm thickness a preheat of 95 Deg C to be applied whereas other one is for greater than 5mm Thk multiple layer of Welding carried out.
So my question is, If thickness is of 50mm and if we are covering both the condition of preheat and multiple layer Welding then PWHT is applicable or not?
Kindly need your advise...
