There are some discoloration chart available with  Client specification like Shell etc.. which can be used to demonstrate the Level of oxidation on the Root side.

There are three points.
1)    As per ASME section IX, there is no must requirement to mention purity level of shielding Gas. (Judgment based on official ASME interpretation.)
2)    As per ASME Section IIC, SFA 5.32 – Pure argon must be of purity level of 99.99.
3)     Argon up to 99 % purity level may work well, because only 1% or more oxygen can cause weld bead defects. (Judgment based on reading from AWS code D 10.4.)
Conclusion:  For safer practice & considering point no.2, Argon with purity level 99.99 is recommmended.
