Hi Vivek ,

You cannot weld separately P1 to P1 Or P8 to P8, because Change of P No. qualified is an essential variable as per QW 403.11, also affecting other Essential Variables, like F No. etc.

You also refer QW 424.1 and its table, just for your knowledge for the base metals used for qualification .

QW-403.5 is purely for Supplementary Essential Variables ( i.e Impact Tests ) for any Group No. changes from the quailfied PQR basemetals , for example , if U weld a PQR with P No.1 Gr .1 to P No. 1 Gr.1, you cannot weld Gr.2. 

But , if you weld a PQR with Impact Tests with basemetals P No. 1 Gr. 1 ( A 516 Gr. 60 ) to P No.1 Gr. No.2 ( A 516 Gr. 70 ) , then you can write 3 Nos. of WPSs with all supplementary essential variables like 
P 1 Gr.1 to P 1 Gr.1 , P 1 Gr.1 to P 1 Gr. 2 , P 1 Gr. 2 to P 1 Gr. 2.
