Dear Lalit:

It's all about brittle fracture at these low temperatures.
If your impact test specimen fails to meet lateral expansion requirements, chances are the respective WPS (or filler metal) may not produce welds with sufficient low temperature toughness for you. It is not recommended to use such WPS (or filler metal).

(1) If wr are using   ER 308L filler wire without carring lateral expansion at -196 in ss 304l process piping in cryogenic (Nitrogen generating) plant  (Liquid/gas  fluid).

(2) If we are using both filler wire ER 308L with lateral expansion (0.38mm ) at -196 degree. & ER 308L without lateral expansion. how to segregate the joints in this case.
