I don't think you can find any refernce in any code.It is a general Industry practice.

we are erecting site storage tank as per api 650. civil foundation is completed.
at present we did coating at back surface of bottom and annular plates completely without any recess (masking tapes) on welding edges. 
now we have to start annular plate butt weld and bottom plates lap weld joints. our client is asking us to remove the coating from weld edges 1 inch minimum from all plates. annular plate is having backing strip welded one side.

my doubt is that this coating is only on back side and it should not affect the welding root bead of butt and lap joints much because we are welding from only one side? is it mandatory to provide open area at welding edge on back surface of those plates ? please provide any code reference.
