[MW:18951] heat input vs arc energy (asme and en)

dear sir,
Q1. why ASME heat input formula does not take into account process efficiency (see QW409.1 a,b,c) but as per EN DIN does contain.(see EN 1011-1).

Q2.without considering process efficeincy ASME heat input formula actually reflecting a ARC energy?

Q3.Do process efficeincy doen not significant where critical application welding require as per ASME.
