[MW:18917] Impact test requirements as per ASME Sec VIII Div. 1

Dear memebers,
I have the following doubts to clear in the fabrication of pressure vessel as per ASME sec. VIII Div 1 with impact requirement, please give your advice.

Design code : ASME Sec. VIII Div 1
Design temperature : - 46 degree C
shell thickness 23 mm
Dished end thickness 27 mm
Welding process - Shell SMAW with impact test
                            Nozzle pipe to flange GTAW + SMAW with impact test.
                            Nozzle to elbow GTAW with impact.

1) Is PTC required for nozzle to shell and nozzle to flange welding joints.  For nozzle to shell welding I am using the same welding process as shell welding which is having  PTC
2) One nozzle 2" NB Sch 80 (Long Weld neck)is having a butt joint for thermo-well of material SA 333 Gr 6 + SA 420 WPL 6 and SA 33Gr6 + SA 350 LF 2 which is to be done with GTAW process. Procedure details: Process GTAW with impact test at -46 degree C, Base material P1Gr1 + P1Gr2. Base material thickness 5.5 mm. Impact test minimum value for single specimen 10J and average also 10J. Is this value is acceptable and is it required PTC. The LWNRF neck thickness is 16 mm, is this procedure is suitable for welding of 5.5 mm with 16 mm thick butt welding(16mm will be tapered suitably).
