Dear Maulik,

      This clause says if any pass in any type of welding process if more than 13 mm,the quilification thickness reange will the 1.1 times basemetal thickness.means if you found any pass more than 13 mm thickness,you can deposite weldmetal limited upto basemetal thickness used in PQR.
     Means you need to quilify WPS particularly as per job thickness wise....if your PQR test plate thickness is 30 mm you can deposite weldmetal upto 30mm only and WPS will be quilified upto that particular thickness only....and you need to quilify WPS as per job thicknesswise as per requirement....

QW 403.9 states that if any weld pass in Single or Multi pass weld exceeds 13 mm (height of each individual pass) then the Base metal thickness beyond  1.1 times the Qualification thickness is an essentail variable that is for any change in Qualification Thickness beyond 1.1 T you need to qualify a new procedure.

Normally in SMAW,GTAW, GMAW,FCAW and mostly SAW you don't exceed 13mm of the weld metal thickness for each pass but mostly in Electrogas and Electroslag welding the Thickness exceeds 13 mm.
