in as welded condition, hardness will be more, if u do NDE no problem, if u do bend test it will get cracked / will not get 180 degree smooth bend profile. this our exp because IBR require best test qualification

If you are using bend test for qualification, chances are that it fails (without PWHT) but if you are qualifying your welders based on NDT (RT, UT etc.) it won't be a problem.
