For qualification of welding procedure, code has never specified regarding any deposits, the only thing for repair is to clean the surface to bare metal and use appropriate WPS/PQR.

In refinery and petrochemical environments, "carburization" is common problem for components exposed to high temperatures. Austenitic stainless steels are no exceptions. Prior to any welding repair, the carburized layer should  be removed by grinding. There're API guidelines on dealing with such problems .  
 
Could you specifically share the problem ???
