Hi !
While plug welding and sealing weld at the perifery It is essential to have vent Holes on base of CS plate to avoid any air trapping during welding and rolling , Failing which  will cause failure of Plug weld and seal weld

What contractor says is the best method to achieve result, otherwise
difference in expansion of 2 different materials will play major role
