However additional restrictions from your code of construction will also apply. for e.g. ASME B31.3 requires a qualified WPS is required for each strength level of this material.

But welding S1toS1 will only qualify S1toS1 materials, is that right?
My question is can we make a WPS from p1g1 to p1g2 PQR to weld for exmpl. API 5L X60 material?
I found different sources that claims x60 as S1 mat or P1 material.
