[MW:16714] Material P and S numbers from API and ASME

Dear experts,

As far as I know refering QW-420.2 Asme sec9, when we qualify P1toP1 or P1toS1 it will qualify all P1toP1, P1toS1 and S1toS1
But welding S1toS1 will only qualify S1toS1 materials, is that right?

My question is can we make a WPS from p1g1 to p1g2 PQR to weld for exmpl. API 5L X60 material?

I found different sources that claims x60 as S1 mat or P1 material.
